You just need to complete the one of the following quest: https://www.wowhead.com/quest=45856/battle-for-valsharah https://www.wowhead.com/quest=46182/battle-for-highmountain https://www.wowhead.com/quest=46199/battle-for-azsuna https://www.wowhead.com/quest=46110/battle-for-stormheim After you complete the battle for somewhere, the quest for defending Broken Isle will be completed.
