How to get the class upgrade feature?

Many beginner don't know how to get the feature of scouting map, class hall upgrade and recruit troop.
The guide will teach you how to get the feature.

If you don't know did you complete the quest, or you cannot make sure the quests has delivered or not. You can use the command /run print(IsQuestFlaggedCompleted(XXXXX)), You can find out the quest_id from wowhead link, the quest_id is behind the "=" of the link.
