If you have Fury Warrior Artifact and Protection Warrior Artifact but only Fury Artifact up to 36 levels, only your Fury Artifact will unlock empowered traits automatically. If you want to unlock empowered traits with protection Artifact, your artifact should up to 36 levels, too. You don't need to do any quest chain to unlock it anymore.
